On 12th October 2004, the Urban Planning Office (Gabinete de Planeamento Urbano) of the Municipio de São Domingos (the local Town Council) officially signed and stamped its approval of a Master Plan for the development of several substantial tourism-related development projects in the regions of the Monte Manuel Lopes, Monte dos Bodes, Vale da Custa, Sambala and the Baia de São Francisco. This 'outline planning approval' is granted for a Golf Resort, two Luxury Hotel Resorts, one with a marina, four Tourism Villages, ten areas for villa development and related amenities such as for sport and leisure complexes.

All of the above-mentioned developments are to be situated within a region of high tourism development potential and directly connected to the new international airport of Praia (approximately 5 to 7 kms away) by a new "national road" that will run through this new tourism development region. Santiago Island will emerge as a significant international tourism destination, offering the combination of its year round warm and sunny climate, white sandy palm fringed beaches, vast fruit plantations, majestic green deep valley mountains and over 500 year old historical monuments. It is the nearest tropical island to Europe that combines these vital attributes and within 5.5 hours flight from northern Europe.
